Fed Lowers Borrowing Costs for Second Time This Calendar Year During Financial Instability

The US central bank lowered borrowing costs on Wednesday, marking the second reduction this year during financial volatility stemming from the federal government shutdown and tariff policies.

Move Comes at Extraordinary Moment for Central Bank

The decision to reduce the key rate by a quarter point to a range of 3.75% to 4% arrives at an unprecedented juncture for the central bank. The institution has been under immense pressure to lower borrowing costs even with ongoing price increases.

Fed Statement Notes Labor Market Changes

In a statement, the Fed stated that the unemployment rate had gone up but remains low. “Employment growth have decelerated,” the statement notes. “Price increases has risen and stays somewhat elevated.”

Federal Closure Hinders Fed’s Job

The continuing government stoppage, now one of the longest in American history, has also complicated the central bank’s task. Gathering of key economic data has been suspended without a timeline as staff at the BLS are furloughed during the closure.

Information Shortage Affects Policy Decisions

The Fed usually studies BLS data to assess labor market conditions, including the number of employment gains created to the market and the present jobless percentage. The last jobs report was released in the beginning of last month, prior to the closure, and provided a somewhat gloomy overview of the jobs market in August.

The figure of jobs added to the economy in the summer month was down by over 100k since the spring, and unemployment crept up to four point three percent – the peak since three years ago.

Alternative Reports Indicate Continued Slowdown

Though BLS was set to publish September’s employment data in early October, it suspended its release once the closure started. Private payroll firm a leading payroll processor indicated recently that the business segment eliminated 32,000 jobs in September, a indication that the employment landscape is continuing to slow.

“Both the supply and demand for labor has fallen significantly,” Fed chair the Fed chairman stated earlier this month, which he had previously said stems from trade and immigration measures.

Inflation Report Shows Gradual Increase

Though BLS’s employment data has been paused, the agency still released its inflation report for last month that showed that prices are rising, although gradually. Costs increased three percent over the past twelve months, the peak since the start of the year. In April, the annual inflation rate was two point three percent, the lowest it has been since three years ago. The Fed’s target price increase is 2%.
